RE: Evaluation Accuracy - Final Warning
CID1982, this is your third and final warning about evaluation accuracy. Unfortunately, once a clerk has three demerit points their recor is escalated and disciplinary action is a possibility. If this happens again you will likely be put on probation. Remember, you can reduce the number of demerit points on your record by consistently maintaining optimal performance.

TO: IMMIGRATION CLERKS
FROM: PRIME MINISTER’S OFFICE
RE: Protecting Canadian Values
On October 15th, 2019, Canadians elected Kellie Leitch and the Conservative Party of Canada to office with a clear mandate: to ensure that Canadian beliefs and values are respected and observed, especially by those who wish to immigrate to this great land. When the previous government passed the Preclearance Act (formerly known as Bill C-23) they gave border agents the authority needed to scrutinize the words, actions, and choices of migrants. But when those agents ask ‘Papers, please’—or 'papiers, s'il vous plait'—they do not get a clear picture of the beliefs and values that shape those words and motivate those actions. Today we rectify this potentially dangerous oversight with the introduction of the Canadian Values Test.
As an immigration clerk your task is to evaluate the results of these tests in order to ensure that applicants are aware of and believe in the values of this country and its law-abiding citizens. By April this task will be handed over to an automated system. While that software is being developed, however, clerks will need to manually process the tests.
Below are the guidelines that will accompany this process:
Employees must process at least three (3) applications per shift.
Bonuses will be awarded to those who surpass their quota.
Failure to properly evaluate applications or meet one's quota will result in demerit points.
Excessive demerit points may constitute a violation of federal immigration laws and could result in a reprimand, dismissal, or even charges.
We look forward to working with you as the Canadian Values Test is deployed to make a safer, stronger Canada for all.
From the Office of the Rt. Hon. Kellie Leitch,
Prime Minister of Canada
