When a city has few inhabitants, the city will grow slowly. Try sending soldiers to populate the city further.

Cities will have the highest growth rate at 100 inhabitants. Try to keep the population around this level.

As a city gets too big, there are not enough places for new inhabitants and growth will slow down.

When the population exceeds 200 people, the city cannot support everyone and population will decline.
