"...no, sir, no change. The government is stable, as far as I can tell. I have maintained cover and have not approached beurocratic buildings or lobbyists, and will maintain sleeper status until I receive new orders."
The moon shines beyond your stained windows, lighting up your otherwise dim apartment. Your hear the bustle of the streets far below: the occasional shriek of a pedestrian, the booming bass of the seedy Ports nightlife, the dismissive shuffling of the destitute population.
"...of course, sir. Nothing else to report. Special Operative Lawson, out."
You close the lid of your laptop and hear it whirr to a close. You suddenly become aware of the boom of a video advertisement as the neon pink streams light into your room.

Every day, you would return to your apartment and report what you've learned to your superiors at Langley, Virginia. So far, not much has come out of it; you've not had the opportunity for offically sanctioned operations, nor have you received any field support.
You would think at the very least they could send some funds so that you could live off something that isn't instant ramen and civillian ration paste for once. But aparently that's a "risk they aren't willing to take." If it weren't for the laptop with the fancy encryption and the expensive cover ID, you might think this was a punishment assignment.
You suppose that you shouldn't complain. Over the last few months, you've recorded only a handful of planes and cargo ships entering and exiting the border. No other craft were allowed in or out.
You documented and photographed every single new emigré from a distance. Mercenary planes and private jets owned public figures you recognised from television. Mostly men, no children. Every single person entering gets stranded at the Airfield for at least a whole day going through Neueport's strict security screening.
You hold your Director's choice to pick you for the job in your heart with pride. Doing your best for Uncle Sam out from the Army, straight into the arms of an intelligence agency. No better option than you to play the part of a young mercenary's daughter.
Your reminiscing comes to an end as your stomach starts to growl.
"A week of odd jobs for small change in the Public Housing District around my apartment. All alone with no operational support, no other agents in the country, and no clue what we're up against!" you mumble to yourself.

The sun rises in the airfield as labourers get to work. Trucks are loaded and unloaded as the sun rises. The skies are still without the roar of jets overhead as the fog eases in the distance. The morning work of the warehouse labourers is completely over, and the trucks and transports are making their way out of the Airfield to the bullet train. In a few moments, the labourers would get lunch, and would go to some other job in a less lonely district for another paycheck. The skies turn dark as the world runs on silent. Only the wind and the occasional movements of the city remain with you. You spy the distant glimmering lights of the CED in the distance... it feels like a different world from where you're standing. It's just you and the occasional small patrol of Militiamen. You feel like a predator, sticking to the shadows as you patrol along the empty fields.

The skies turn cold and the midnight headlights flicker. You hear the shuffling of feet, the marching of Militiamen leaving their patrols to enforce the curfew in the other districts. The day slowly grinds to a wake in the sunny Business District. With the steady beat of traffic and the smell of coffee, you almost feel peaceful.

Your sunglasses lie on your nose as the sun shines harshly down, reflecting from the metallic windows and buildings. By now, the businessmen are mostly gone from their desks for lunch. If you were to infiltrate a building, you'd have fewer eyes to deal with...

The sun sets brilliantly beyond the buildings, but the day's pulse remains. Late workers slave away at their desks to meet approaching deadlines, and the Militiamen preparing for their curfew patrol make their final rounds at their gyms and cafes. Too many watchful eyes... you'll need to be careful if you want to blend in here.

At this hour, the District is quiet. The early-rising white-collar workers may already be in bed, and the buildings have mostly been vacated apart from an occasional Militia patrol group. If you were to complete a covert op, now would be the time... if you could get back home before curfew ends.

According to what you've sent us, we have no evidence of weapon stockpiling. Despite this, the actual manufacture and sale of new firearms is big industry (see footnotes). Based on captured weapons and chemical composition of such weapons and satellite imaging from smoke plume volumes, we estimate between 100 to 1000 weapons are manufactured each week.
From this, we conclude that there is a sort of "gun culture" in Neueport. Organised crime appear to be taking advantage of the unregulated market, arming themselves with advanced firearms that could potentially outpace law enforcement. Cooperation of crime syndicates with weapons manufacturers and legislators cannot be ruled out at this point.

Accurate, powerful, and moderately priced, new and smuggled copies of this weapon are common on the streets and houses of the population. This weapon is especially prevalent in the Militia, which is troubling given the apparent technological superiority of the local crime syndicates.

After Japan was defeated in the Second World War, weapons and defence manufacture has been regulated and controlled. The US would play babysitter to many nations around the world, "removing the need" for large militaries outside of America for allied nations. It was noted in an interview with the candidate that this was in response to "increasing foreign hostilities against the United States".
On completion of basic training and officer school, then-Second Lieutenant Lawson was deployed to Dubai where she spent the next four years of her life leading enlisted men and women in Operation Burning Desert in time of war.
What followed was a series of promotions and a timely DD214 at the conclusion of international conflicts. Operative Lawson applied shortly after to the Central Intelligence Agency, where her impressive military history, multilinguism in Japanese, Spanish, English, and Arabic helped her climb to the top of the Operations Officer shortlist.

!!Overview
Neueport, or the Technocratic State of Neueport, is a newly established pseudo-state. It was created by a group of mercenaries working for oil barons in Dubai after Operation Burning Desert. As of February 2027, the United Nations has labelled Neueport a rogue state, placing trade embargos and restrictions on the fledgeling economy.
The population of Neueport originated from the displaced citizens of Dubai. Later, groups of civillians emigrated when invited to the country to improve its struggling economy. One such instance can be investigated in the Weapons intel file. Much of the population of Neueport are ex-soldiers and mercenaries looking for a civillian life away from the scrutiny of countries such as the United States.
Despite this, nobody recently has been allowed to enter or leave Neueport. The government has tightened security of its borders to control more strictly the influence of foreign nations and agencies against their agenda. Operative Rene Lawson has been the only successful foreign insertion into the country by any friendly Western intelligence agency.
!!Geography
Neueport is a city-state created by bioforming in the Pacific Ocean north of the Solomon Islands, southeast of East Asia. The land mass is approximately the size of the island of Shikoku, Japan's smallest island. As a result of rushed, uneven bioforming, Neueport's climate is cold and wet at the Northern tip of the island and temperate in the South.
!!Government
Neueport is governed by an effective pseudo-democractic oligarchy. Officials are elected by the vast beurocratic wings of the largest corporations, with additional representation from new, wealthy business owners. The government votes within itself, and individual members have a strong weight within legislature. New members of the legislature are added by popular influence.
This method of governance results in sweeping reforms and fast social changes for those working for the largest corporations, and prosperity for the wealthy. However, income inequality is rampant, and laws have hardly been enacted to take care of the destitute.
Governers have tried to improve the lives of the North Wingers since the establishment of the state through Five Year Plans... but over time this just created new decrepit buildings. The explanation seemed to just be that "industry does not flow that far from the Central Entertainment and Business Districts."
It is strongly likely that influential members in the Government deliberately cripple such attempts to maximise their own gain, but there is no evidence to this as of yet.
!!Military
The government has opened a vast paramilitary: the Neueport Peoples' Militia (NPM). Any civillian can join the NPM as a reserve and is encouraged to train with their weapons, but pay notably only flows to the Special Police who patrol the streets, enforcing the strict midnight curfew.
The structure of the Neueport Military is unknown at this time.

Neueport runs in distinct North and South zones, with the poor Residential District in the centre. At the far North is the Airfield District, a mostly uninhabited field of food crops, automated machines, military bases, laboratories, warehouses, and waste facilities. And an unused airport.
Next is the Ports District, responsible for the East and West coast's shipping trade before the embargo. Now, it is little more than a slum controlled by organised crime. The Militia is not capable at its current capacity to retake this area, nor is this a priority.
Next is the Residential District, where the majority of the working class live. This area, while lively, is still dangerous and not well-off. Workers primarily go to the Ports district and the underground factories to work in heavy industry.
Next is the Business District, a wealthy zone where most trade and commerce takes place. There are many R&D companies and governmental buildings here, as well as artisinal cafes, recreational facilities, and luxury residences away from the Residential District.
Finally, the Central Entertainment district lies at the center bottom of the island, its buildings rising into the sky. The brilliant megastructures house stores, bars, clubs, casinos, and private residences.
!!Society
The only information known to the public about goings on in Neueport come from the internet, but this is strongly censored by the government. Technology plays a major part of society. It is no exaggeration to state that Neueport is one of the world's most technologically advanced states owing in no small part to the "fast and loose" progressive approach of government.

Society is cynical in the North and lavish in the South. In general a hedonistic, "dangerous" life style seems to be common despite the social cleavage of wealth. The North stick by themselves and form strong communities by common interest, led by fear by gangs and the prejudice of the Government. Death is seen as desensitised, and religion is outlawed.

The government tried to stimulate the economy in the Ports and Residential Districts back in the early years of Neueport's development. As you look at the ruins of old industrial factories and laboratories, you are reminded of how badly that failed. These days, all of the workers of the North districts work in underground factories. The government's ventures were doomed from the start.
Now, all that stands here are miles of prefabs collapsing under their own weight. You don't doubt that some of the more naive corporations kept some pretty good loot here for those daring enough to look... but you wouldn't be the only scavenger.

If you want to test your strength and gun skill, you can explore the ruined factories for loot. There is no preparation like a Heist side mission: you just go in and loot.
It is very likely you'll run into enemies here. Many will want you dead, while many others will want much worse. You should be very prepared coming here.

The 23rd Street Raiders are a vicious group of drug-addled degenerates hiding out in the abandoned hotels and casinos of the far-north Ports District. While they are dangerous outside of their hideout, they find perverse pleasure in their own territory. They aren't nearly as organised as the Zaibatsu Syndicate, but the two groups steer clear of each other.
As an outsider, you can fight to the death in the fight pits for money. As a woman, however, the penalty isn't death... be careful.

The public baths. In a city of dark metal, smoke, and lights, the public baths are a place of sanctuary. Though its inhabitants are grimy and desperate, not all of them are lost. Some of them just need to take the edge off at the end of the day with a hot bath.
There is a series of rooms leading into one another. The changing room pods are made of faux oak, leading into a steaming, heated pathway to the mixed bath. Though the tiles are cracked and the walls are slightly discoloured, you feel comfortable here.
You just wonder about some of the types walking into the changing pods. You think you see some of the men looking briefly at you in the lobby, but they look away as you turn to meet them... oh well. It's a //public// bath after all.

These desolate warehouse blocks are used as a "low effort" storage solution for corporations and private individuals. They are guarded by the Militia's drone squadron and advanced camera technology. If this isn't bad enough, the facility has regular patrols during normal Airfield staffed hours. There might be good stuff in here, but you'll need a high Stealth score and prep to succeed.
!!Side Mission: Heist (Warehouse)
Scout out the wings of these warehouses to get some money. These missions depend greatly on your stealth levels, and use fitness as a secondary characteristic. You can gain stealth levels through these heists.
Heists have two stages: recon, planning, and execution. During recon, you simply take some time to note the defences you will need to deal with, and the stealth level you will need to pull off a mission. During planning, you need to purchase goods from the Hardware Store in the CED that correspond to the needs of the mission.
During the execution phase, you will need to sneak into the target warehouse. Difficulty may change depending on the time of day. At each roadblock, you will have a limited number of attempts to bypass each checkpoint until you reach your target.
You can exfiltrate at any time. Do some research on the internet (the actual, real world internet) to find out how you might solve certain problems you face, as you will need to know what you are doing.
The spoils are good if you succeed. Good luck!

The Neueport Militia's base of operations is located about a mile ahead of you. If you were to take any more steps, you would surely be targeted by artillery or snipers. Since you don't have any business here, you figure that it's best to just look at the base from a distance.
Maybe one day you'll have an official mission that would require breaking into this place? For your side-ops, you figure it's best to just stay away.

These labs hold dangerous chemicals and experiments that may be useful for you in your operations... but they are remarkably well guarded. You may be able to socially engineer or sneak your way in if you really need to. You may be asked to do a mission in these laboratories in the future... if you knew what was here.

The shooting range is more than just a field. There are abandoned cars, hills, trenches, and, most importantly, buildings. The range is huge, and each user rents out parts of the field. This particular range is no longer popular after a bunch of indoor ranges were established in the CED, but you need the buildings for your specific training.

Every spy in the field hates visiting hospitals. At the very least the ones in the Business District are sterile. Since the hospitals in Neueport are private and the government has no hand in public health, doctors often don't comply with the Militia when it comes to suspicious injuries.
Don't make a habit of getting hurt, though. You can receive treatments to your wounds here for a reasonable market price.

Skyland Engineering is a relatively new company, established to provide solutions to problems regarding communications technology in the country. Its executive board is not yet part of the Neueport Government, but from all of the billboards around the lobby, you can tell they are trying.
The lobby is clean and bright. Real plants line the walls around decor and priceless paintings. The windows are all-glass, aiding an old-school vibe to the building beyond the bustle of the streets outside. The receptionist's desk is even made of what you think is genuine wood!
You don't see a reason to bother with these people. A heist would be too risky unless you had a really good reason... like an official mission!

Clean tiles leading to the bathrooms lie on your left, and well-lit automated turnstiles lie to your right. You are acutely aware of the musk of the men and women here recently before you. There are no staff and the gym members hardly even look at each other; the only interaction you would have is with the payment machine directly in front of you.
Proper exercise is vital for both strength and endurance. The ability to land punches was drilled into you during officer training, but without some force behind the blows you might as well not even bother. Endurance is helpful for lengthy and arduous operations, and may assist you when you need a boost in speed to evade enemies.

Different operations require different sets of skills on the field. The most obvious kind of challenge facing an operative in hostile or unpredictable environments is combat ability... but even this isn't all-comprehensive. Field experience is the only way to determine the options to take on the job, but this is why we hire within law enforcement and military for our Operations Division.
!!Firearms Ability
You've obviously spent a great deal of time training with your service weapon. As an officer in the United States Army, you have experience with/are rated in the Armalite Rifle series, as well as the Sig Sauer P320 9mm handgun. From your dossier, I've seen you've had plenty of time to use your skills.
Neueport won't be the same thing. You won't have an established supply line for your armaments and you need to operate covertly. You may have experience commanding a team, but working by yourself is a different story. Without a team of men and women building and fortifying positions over hours, watching every angle, you'll need to be careful about the fights you take.
So, as skilled as you are on the field of battle, you need to be more discreet. You need to learn how to ambush your enemies, how to use as few shots as possible to disable and kill your enemies. How to kill them without backup coming. You get the idea.
Find a range to practice with your sidearm. One inch groupings at 100 yards, at the very least, without optics: aim for this. While at the range, set up practice scenarios: place targets around an urban environment that mirror other locations in the city. They don't fire back, and learning by getting shot seems irresponsible.
Your firearm skill determines if you can win certain fights. If a fight requires a 30 firearm skill and you have above this, you will win without taking damage. For every 5 levels underneath (rounded up), you will lose 1 unit of health.
You will also lose a unit of health during a fight if you need to reload your weapon during the fight. The weapon you choose is solely responsible for the amount of shots you need to confirm a kill. Choose your sidearm carefully.
Weapon attachments are rare and expensive. Pick your fights in environments with loud noises or places where you can make an easy escape or hide from law enforcement/gang members. If you had a suppressed weapon, you could perform assassinations without completely giving away your position, giving you an edge.
!!Fitness
Fitness refers to your strength, endurance, and, by extension, your flexibility. The life of an operative is often quite strenuous. You would benefit from staying physically and mentally fit throughout your stay in Neueport.
Strength will obviously affect your ability to lift and move heavy objects. This is more useful than you might believe. You had other soldiers and equipment to help you dig and arm encampments, pry open doors and such during Operation Burning Desert. Now, without their support, you'll have to make do on your own.
Fitness will help you win hand-to-hand fights. Pick these fights in close-quarters to avoid needing to waste ammunition, and silently dispatch enemies (or even groups of enemies).
Lastly, your physical fitness can affect your physical tiredness in moments of stress. This can mean hiding from enemies, performing strenuous activities during an op, running large distances, and providing additional tactics during a firefight.
Go to a gym in Neueport regularly, if your operations allow. Focus your training on weights and endurance. Remember your training and keep diciplined. They will serve you well in the long run.
!!Stealth
Covert operations can refer to blending in with the enemy by adhering to a cover ID and gaining the trust of targets and assets. However, this has all to do with you, what you say, what you are. Your "skill" cannot be measured by any accounts as it has everything to do with what you know and how you act.
Stealth refers to your ability to remain unseen in general. This is useful for penetrating secured locations and avoiding surveillance. Stealth doesn't just refer to how easily you can tiptoe around enemies; it also has to do with how you use technology and hardware to disable alarm systems, distract guards, etc.
You can only gain experience in stealth by performing operations, side ops, etc that requires stealthy movement. Loot a few warehouses and sell your findings while avoiding security, and you can use what you've learned during official operations. It should go without saying, but try to avoid the lockup while doing this.
