Political Actions

Political actions cover all acts of diplomacy, trade and communications. Realms may take as many political actions as they can pay for with their available Resources on their turn. Each action has a cost to pay when the action is taken, and may also have an Upkeep cost to be paid for each turn the effect of the action is maintained. If a player is unable to afford the Upkeep of an action then the effect ends immediately.

Pay: 1 Influence ๐Ÿ’ , 1 Wealth ๐Ÿช™

Benefit: Temporarily creates a Messenger to deliver a written message to another Ruler

Message

In order for Rulers to communicate with each other they must use the Send Messenger action. Messages must travel over the map to reach their destination, and can only be read by the recipient once the Messenger arrives.

When taking this action the Ruler writes one message and delivers it to the other player by a method agreed upon with the other players and GM, such as by paper or direct message.

It is suggested to have a limit of 2000 characters for one message and to permit up to 1 image to be included with it. Images with text should count towards the total character limit. Alternatively, limit players to one page of paper for all messages.

A Messenger can carry all correspondence intended for the same recipient, including Treaties and Exchanges which must also be sent by the Send Messenger action.

The Send Messenger action must be repeated for each recipient of a message, Treaty or Exchange.

Messenger (Speed 2 ๐Ÿ‘ฃ Might 1 โš”๏ธ)

Then Send Messenger action temporarily creates a Messenger as an Agent of the Crown. Messengers have Speed 2 ๐Ÿ‘ฃ for travelling to their destination. They advance at their Speed towards their destination until they deliver their message. After the message has been delivered, the Messenger travels back across the map to their home Realm and disbands upon arrival, ceasing to appear on the map.

Messengers do no initiate combat or support any nearby combat rolls. Should a Messenger be attacked, they have Might 1 โš”๏ธ to defend themselves.

โญ• Send Reply

Pay: 1 Wealth ๐Ÿช™

After receiving a message, a Ruler may send a reply back to the sender. The message travels at the Speed ๐Ÿ‘ฃ of the Messenger who delivered it. Once the reply is returned, any further communique must be sent by the Send Messenger action. Realms cannot use the Send Reply action indefinitely.

โญ• Draft Treaty

Requirement: Send Messenger action or an Assembly ๐Ÿ•Š๏ธ

Pay: 2 Influence ๐Ÿ’ , 1 Wealth ๐Ÿช™

Benefit: Written agreement.

Multiple Rulers come to an agreement they want to put in writing and sign a binding Treaty. A Treaty can have any number of statements, that may may cover any diplomatic arrangement the participating Rulers may desire. Statements in treaties might be agreements to form an alliance, a vassal relationship, a non-aggression pact, or the terms to bring an end to conflict.

This Treaty is then delivered by the Send Messenger action, or is discussed during an Assembly ๐Ÿ•Š๏ธ. Upon delivery, a receiving Ruler may then take the Sign Treaty action to join the agreement.

Should the original drafter of the Treaty choose to end it by taking the Renounce Treaty action, then the Treaty ends for all participating Realms immediately.

Should a Ruler intentionally violate the terms of the Treaty, then the Treaty ends for all participants immediately.

โญ• Sign Treaty

Pay: 1 Wealth ๐Ÿช™

Benefit: Written agreement.

Having received a Treaty, a Ruler may sign it by taking this action. They are now subject to any terms or benefits defined by the Treaty. Should this Ruler intentionally violate the terms of the Treaty, then the Treaty ends for all participants immediately.

โญ• Renounce Treaty

Pay: 1 Wealth ๐Ÿช™

A Ruler may voluntarily end their participation in a specific Treaty by taking this action. This immediately ends their participation in the Treaty, but not for any other Rulers.

However, this action will end the Treaty for all signee Rulers if they are the Ruler who originally took the Draft Treaty action.

โญ• Offer Exchange

Requirement: Send Messenger action or an Assembly ๐Ÿ•Š๏ธ

Pay: 2 Influence ๐Ÿ’ , 1 Wealth ๐Ÿช™

Upkeep: Determined by Rulers.

Benefit: Exchange Resources or property.

Rulers may offer to trade or gift something under their direct control. This could include Resources, Regions, Locations, Settlements or even Armies. More abstract trades, such as an offer to enter into an alliance, may fall under the Draft Treaty action instead.

First the Ruler makes a list of what is offered, and if they desire, they make a list of what is requested in return. An Exchange may include any numbers of items offered and requested.

This Exchange is then delivered by the Send Messenger action, or is discussed during an Assembly ๐Ÿ•Š๏ธ. The receiving Ruler may take the Accept Exchange action to complete the trade, or use the Send Reply action to send back a counter offer, under the normal rules for replying to a message.

The Exchange is then completed at the start of the next turn.

An Exchange may offer an ongoing supply of Resources each turn, either as the central part of the agreement or as an agreed upon cost. As soon as any Upkeep cost determined by the participating Rulers cannot be paid, the terms of the Exchange ends immediately.

โญ• Accept Exchange

Having received an offer of an Exchange, a Ruler may accept the term to receive the agreed upon trade or gift at the start of the next turn. They may alternatively take the Send Reply action to make a counter offer for the Exchange. Once the reply is returned, any further communique must be sent by the Send Messenger action.

โญ• Announce Assembly

Pay: 3 Influence ๐Ÿ’ , 2 Wealth ๐Ÿช™, 1 Food ๐ŸŒพ

A Ruler announces their intent to hold an Assembly ๐Ÿ•Š๏ธ . The Ruler chooses a Settlement or Location within their Realm to host this Assembly during the next New Year ๐ŸŒ„. All other Rulers are automatically invited to the Assembly and receive the invitation at the start of the next turn without need for the Send Messenger action.

The GM may decide if any GMRs decline to attend the Assembly ๐Ÿ•Š๏ธ or if they never received an invite. For ease of roleplay, all other players must attend the Assembly ๐Ÿ•Š๏ธ but may do so as other characters from their Realm, rather than their Ruler, if they prefer.

An Assembly lasts for the full duration of a turn. During the Assembly all Rulers may freely communicate without the need for the Send Messenger action. The terms of the Draft Treaty and Offer Exchange actions may also be discussed freely during an Assembly, but the cost of any actions must still be paid.

Turn order is still followed during an Assembly and Rulers may take all actions normally. Events that are happening outside of the Assembly, such as Resource production and Warfare, still occur under their normal rules and Rulers still have complete information on those events. It is assumed there are individuals who bring this information, and return with commands for the Realm and its Armies.

Should a Messenger be on their way to deliver a message to a Ruler, they arrive instantly at the start of the Assembly, regardless of their distance.
