Rulers 2.1 Basic Rules - May 6 2026

Turn Order Reworked: Start of Turn and End of Turn are distinct phases. Warfare now happens after Action phase. All Actions can now be taken in any order during Action phase.
Navigation footer added.
All Actions reworded for clarity or to match new Turn Order.
Establish Settlement and Upgrade Settlement costs lowered. Reworded for clarity.
Send Message action renamed Send Messenger and reworded for clarity.
Draft Treaty action no longer has an Upkeep. Violating a Treaty no longer reduces Influence.
Sign Treaty cost changed and no longer has an Upkeep associated with it.
Assemblies defined as always happening on the New Year turn. Icon associated with Assembly.
Announce Assembly action cost increased. Reworded for clarity.
Muster Army action reworded for clarity.
Disband Army action now also puts a lock on Muster Army action until New Year.
Emissary’s Court building reworked.
Cavalry Stables building now affects Armies that Retreat or are Routed.

Battle Results changed for Retreat, Routed and Crippled. Defeated and Broken reworded.
