Use items to inflict status effects, replenish health, etc. Each has a number of uses, one of which will be removed whenever an item is used. (Unless the player has the Frugal ability.) Once the number of uses reaches zero, the item will be removed from the player's inventory. Items in the "Other" category cannot be used.
Equipment can be equipped, unequipped, or dropped during combat. Restraints cannot be unequipped,
though, and must be struggled against. Dropped equipment cannot be recovered. All three actions will
require an Opportunity.
Combatants will need to pass a physical hit try to equip equipment on other combatants.
